The follow numbers are not magic numbers, they refer to the point where stacking a certain stat will no longer help you, Being at these numbers at the expense of gimping other stats will not help you, but remember the following saying "Its not good being able to hit like a truck if you always miss, and its not good being able to always hit, but hit like a pillow", using this expression, your ideal goal is to hit like a mini van or moving truck.

Please not level 73 is what we assume bosses are for the purpose of theorycrafting.
All numbers below are assuming you have 5/5 Precision for all numbers.

Hit caps for Special Attacks:
Level 70: 0
Level 71: 8
Level 72: 16
Level 73: 64

Hit Caps for White damage (White attacks, Auto damage)
Level 70: 300
Level 71: 308
Level 72: 316
Level 73: 363

Now there are factors which can allow you to decrease your hit rating if you have certain people in the group/in raid.
these are following:
Draenei racial aura: Negates the need for 16 Hit rating.
Imp Faerie Fire: Negates the need for 47 Hit rating.

Using these numbers, assuming you have a Draenei Hunter in your group (best kind!) and a feral druid in the raid, this requires you to have 63 less hit rating, meaning your ideal hit rating number falls between 300-316 (tihs allows you to have max offensive stats while keeping your hit rating higher).

So Rogues try and get above 300 hit rating and start maxing your damage with everything else.
